Preserve continuity across the team

Keep one accountable owner as the conversation evolves, and require acceptance when the issue moves between teams. Language and attachment handling should support review rather than widen access unnecessarily.

Keep the preview useful, not excessive

An internal notification does not authorize an outbound business message. Keep reply permissions, sensitive attachments, and destination visibility in the scope.
